VATUSA Cleveland ARTCC and New York ARTCC Letter of Agreement

Purpose
This agreement prescribes transfer of control procedures, radar handoff procedures, route/altitude assignments, and delegation of airspace between New York ARTCC (ZNY) and Cleveland ARTCC (ZOB).
Scope
The procedures contained herein must apply unless prior coordination is effected.
Disclosure
vZNY and any other facilities mentioned in this document are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document are intended exclusively for use in the VATSIM flight simulation environment and must never be used for actual flight or air traffic control operations. vZNY and any other facility mentioned in this document are not affiliated with the FAA in any manner.

1. Purpose

This Letter of Agreement defines inter-facility responsibilities and communication procedures between VATUSA Cleveland ARTCC (ZOB) and VATUSA New York ARTCC (ZNY). This agreement is supplemental to procedures contained within FAA Order 7110.65. Controllers must coordinate and resolve, in a practical manner that provides the smoothest experience to the pilot, all deviations from, and situations not addressed by, this document (e.g., non-standard sectorization, holding, pilots unable to accept LOA routes, aircraft above/below LOA altitudes, etc.).

2. Disclaimer

Information contained herein is designed and specifically for use in a virtual air traffic control environment. It is not applicable, nor should it be referenced for live operations in the National Airspace System (NAS).

3. Cancellation

VATUSA New York ARTCC and Cleveland ARTCC Letter of Agreement dated January 13, 2017 is hereby cancelled.

4. Procedures

  1. Coordinate and resolve, in a practical manner that provides the smoothest experience to the pilot, all deviations from, and situations not addressed by this document (e.g., non-standard sectorization, holding, pilots unable to accept LOA routes, aircraft above/below LOA altitudes, etc.).
  2. Ensure that all aircraft are at a 1X simulation rate prior to initiating handoff
  3. Ensure that all scratchpad entries are cleared unless required to convey operational information (e.g. “M80” for assigned Mach number, “H###” for assigned heading) not coordinated by other means (e.g. private message, verbally, etc.).
  4. Ensure the datablock is formatted as follows:
    1. For aircraft climbing to an altitude lower than the flight planned altitude:
      1. If the altitude is consistent with an LOA procedure, no entry.
      2. If the altitude is non-standard or not contained within this LOA, a temporary altitude reflecting the cleared altitude.
    2. For aircraft descending to an assigned altitude, no temporary altitude is used, and the filed/planned altitude is amended to the new cleared/assigned altitude.
    3. No scratchpad, except if specific control instructions that differ from LOA procedures have been issued. In these cases, the alternate instruction shall be verbally or textually included as well as included in the scratchpad. Scratchpad entries may include:
      1. Indicated speed restrictions (e.g., “210”, “270+”)
      2. “M” for Mach speed restrictions (e.g., “M81”, “M78+”)
      3. “H” for heading assignments (e.g., “H230”)
      4. “H” and direction for deviations (e.g., “H15L” for 15 degrees left of track)
  5. Required routes and restrictions for aircraft transitioning the ZOB/ZNY boundary are contained in Attachment 1 – ZOB Provides for ZNY Table; Required Routings, Restrictions and Control; and Attachment 2 - ZNY Provides for ZOB Table; Required Routings, Restrictions and Control and must be adhered to unless verbally coordinated.
  6. The transferring facility shall not be required to change or issue routing to aircraft en route to destinations other than those specified within Attachments 1 and 2 if the routing is satisfactory to the first fix in the receiving facility's area, unless the aircraft originates in the transferring facility's area.
  7. When either facility is given control in Attachments 1 or 2 to change an aircraft’s altitude or heading/routing, it is the responsibility of the controller exercising that control for any resulting coordination.
  8. The receiving facility may change the beacon code assignment of an aircraft, within the transferring facility’s airspace upon transfer of communication of the aircraft.
  9. The receiving controller approves the assigned altitude, including IAFDOF, by accepting the handoff. When unable to approve the altitude indicated in the data block, the receiving controller must verbally coordinate with the transferring controller, prior to accepting the handoff. Altitude assignments not in accordance with those specified within Attachments 1 and 2 must be verbally coordinated.
  10. Handoffs on aircraft with interim altitudes in the data block must be directed to the sector having jurisdiction of the assigned interim altitude.
