Purpose
Creates a formatted link to the relevant 7110.65 reference while citing the proper section or paragraph in a consistent and clean manner.
Usage
Syntax

Parameters
chapter - The specified chapter of the 7110.65
section - The specified subsection of the 7110.65, not including the chapter number nor any punctuation
reference - the full section, subsection, and clause you wish to cite, including punctuation. For display only, not used to construct the link.
