Purpose

This template defines the boilerplate format for the top of all MBIs (Mandatory briefing items)

Parameters

verb - (Optional) The type of information being offered, modification, clarification, etc. Defaults to "modify" if omitted

purpose - A brief statement of the intent of the briefing item

reference - (Optional) Reference to a previous published item or policy
