===Background ===
This MBI amends the IFR Departures section of the Newark ATCT SOP, to reflect the recent changes in departure procedures.

===SID Changes ===
The Newark 4 Departure has been updated to the Newark 5. The major change is a published top altitude for departing runway 4L/R.
* Due to this, aircraft departing runways 4L/R and 11 should be instructed to ''climb via SID'', without any other altitude restriction.
* Aircraft departing runway 29 should be instructed to ''maintain 3,000.''
* Aircraft departing runways 22L/R should still be told to ''maintain 2,500.''

The Devil 1 Departure (Encoded DEVL1) has been introduced.
* This replaces the current procedure when LaGuardia is landing ILS 13 and Newark is departing 4L.
* Aircraft cleared on the Devil 1 departure should be told to ''maintain 2,000.''
